IMHO, I'd do that in pagemaker or someother page layout program.
maybe even a draw program that lets you bring in images (corel draw?)
would so do.
I did exactly that for wedding pictures and used pagemaker. worked just
fine for cropping and sizing as long as you leave the images linked and
don't creat a zillion mbyte file with all those images.

I too would struggle mightily in pshop.

First:
You might find it a **lot** easier to use a page layout program instead of
PhotoShop ... they are designed to do exactly what you are trying to do.
Think InDesign, PageMaker, Corel Ventura, Quark Depress, or even Serif's
PagePlus if you have the chance. Some of those programs even have
demo/trial versions that you could use to get this project "out the door."

Second:
Set up some guidelines, and turn on 'Snap to Guides."
